No , Unfortunately you cannot open the .dgn extension anymore.

 This file was used in early versions of BobcadCam and is no longer a supported file extension you will need V21 or earlier to open these files.

If you open a .dgn with V21 you can then save them as a suported file type, then open them with V22.
